What is Early Intervention?
Early intervention is a program administered by Delaware County to provide developmental monitoring/screening and Early Intervention Services as needed for infants and toddlers under age three who are at risk for developmental delays or who are suspected to have developmental delays or who have confirmed developmental delays. Some of these developmental delays may include: Physical development- including hearing and vision, cognitive (problem solving), and communication (how a child makes his or her needs known and what she or he understands).

     Why is Early Intervention important?

The earlier that the intervention begins, the greater the probability of the child reaching his or her full potential. Studies show child development, especially brain development, is most rapid from birth through the preschool years.

     How do we account for variety in a family’s beliefs and income?

Each family has it’s own structure, roles, values and beliefs. Respect for this individuality is the cornerstone of family centered Early Intervention.

The Program provides child and family services that are:

  • Voluntary
  • Individualized
  • Without cost to the family regardless of income or insurance
  • Planned by parents and professionals
  • Offered in a variety of settings, including the home and daycare

     What is the Local Early Intervention Coordinating Council (L.E.I.C.C.)
    of Delaware County and who is on it?

The purpose of the LEICC is to advise, assist and monitor the services of the Early Intervention Official (EIO), Early Intervention Official Designee (EIOD) and the Service Coordinators as they develop and oversee a comprehensive, family centered, Early Intervention system for children at risk developmental delays, those with suspected developmental delays, and those with confirmed developmental delays. They answer questions such as- How are EI services working for you and our community?, What could be done better?, What services are available in our community?, and Who are the people to ask?.

Your Local Early Intervention Coordinating Council of Delaware County(LEICC) is made up of parents and professionals.

LEICC meetings are open to the public. Come to a meeting and become a member!

The State report for Delaware County’s Early Intervention Program will be the discussion topic.

     Children With Special Health Care Needs (C.S.H.C.N.) (Birth to age 21)

     Are you having trouble paying for your child’s medical needs?

     Are you concerned about your child’s hearing?

     Does your child require braces?

If your child has a serious on-going medical condition that exceeds your insurance coverage or co-payments are a hardship and you don’t qualify for Medicaid, WE MAY BE ABLE TO HELP! Delaware County has a special program that may be able to assist with the cost.

The goals of these programs include assistance with the cost of special medical evaluations such as cardiology or hearing, as well as assuring healthcare coverage for all New York State children by educating parents about Child Health Plus and the importance of inclusion in a “medical home”. The objective of a medical home is to have one medical professional familiar with the child and family for ongoing preventive and acute care needs.



     The Physically Handicapped Children’s Program covers children
    birth to age twenty-one years old. (P.H.C.P.)

     We can provide funding for the purchase of:

  • Diabetic supplies and treatments
  • Cardiac treatments
  • Cystic Fibrous treatments and medications
  • Epilepsy medicines
  • Orthodontia

     Preschool Special Education Program (P.S.E.P.) (Ages 3 to 5)

This voluntary program is of no cost to the parent and designed to help children ages three-five years of age with special needs. The county, in cooperation with the school districts and the New York State Education Department, approves and pays for services to help children with special needs.

This program includes:

  • Physical Therapy
  • Occupational Therapy
  • Center-based Programs
